Minutes Site visit, Sibiel, 12.01.2013 - download the pdf file


1. Why do you think it is important to surround this building with another element, to make it stand out? We are talking about the store.


I would like to see an architectural solution which incorporates this building in the ensemble of the space or area, because now it is a totally different pattern of color on what the old village Sibiel should be. Not necessarily a fence, not to be misunderstood. (Răcuciu)


If it is possible to annihilate the presence of this building and this can be done by you through an ingenious idea, and I am sure that you will find one. (Stancă)


2. I understand that the land, on which the store is build is leased, but the building owner is informed, consulted and supports the idea of the contest, or will we encounter some opposition from his part? At least to agree and not to raise obstacles.


The building owner came with a request for fencing, and we stopped issuing any documents (building permit) because of the ongoing competition. As mentioned earlier, we wish to find a solution to annihilate this building and of course the owner will participate financially to the around the building. There is no question of demolishing the building. We will find a solution for the owner to agree and we will mediate any discussions that may occur.


Another remark to the 2-nd question: The leased land is larger than the area where the store is located. That’s why the owner came with this request to fence it in, but the decision, if it will be a fence or just a surrounding belongs to the administration. Here we rely on your solutions. (Racuciu)


The idea is to fit, just think, to be like something which comes from God and not man-made, you understand me? I don’t have a high expectation, but think about this way of thinking. (Stancă)


3. The footbridge would pass through a private property? Is it a private or public footbridge?


Public In the documentation part of the competition you will find the project of the fence, mentioned by Mr. Mayor. In this project you will also find a delimitation of the land and more information about this building.


4. Do you intend to reassess the concession contract, meaning that: only leasing the land under the building and the remaining land is rented for terraces, leaving the area in the back strictly for furnishing?


Leased are 320m, the park has 3 no. in the land Registry. We can negotiate with those who have the leasing right that the immobile remains immobile, but that the adjacent zone could be used continuously for the public. (Răcuciu)


5. Which is the flooding rate of the river? Which was the highest level?


The highest level was of 1.20 m, lower than the road (once in 60 years). The water did never exceed the footbridges. (Stancă)


6. Do you intend to replace the power grid?


It is not included in the budget that we proposed. We do not take into account these interventions for this year because the costs are very high and Electrica Company does not provide any funds. For 2013 we finance this project for the central area and we want to replace a part of the infrastructure of the main streets. (Răcuciu)


7. In some areas the riverbanks are regularized. Do you see any intervention on the river(bed), in the sense that the pavement could be extended, the public area towards the river shall be adjusted or left as it is natural, how do you see this as a community?


The river is largely regularized and is bordered with those sustaining walls, so we do not take into account such an investment in the near future. (Răcuciu)


Observation: We discussed, as we take into account infrastructure projects, and we are located in a mountain region, to make the pavement with river stones. The image of the village is destroyed by using asphalt or concrete stones, so that the solution we have is to use river stones, because we have the material and the people with the know-how. If you have suggestions, we gladly appreciate them. (Răcuciu)


8. There is a desire upon collaboration on a voluntary basis or with people in the village; under these conditions cost estimation is difficult. It is based on standards. How can be everything evaluated.


The amount provided for the central area is 123,000 Lei, including also the planning. For the implementation we have foreseen 109,000 Lei and this is the amount on which we have to rely on.


9. Have you made any cost estimations for this area?


We have not done any cost estimations. We are working now to establish the budget, which will be approved after the approval of the state budget. This is the amount of money that we are able to support through the local budget. At the request of OAR we have established a certain amount, which had been proposed to the City Council and got approved. (Racuciu)


10. Have you made this contest in order to establish a strategic plan for the next years? Even if you won´t replace the infrastructure and won´t make all the desired changes, because of financial reasons, the competition should take into account the changes that will take place in 15-20 years. The redevelopment of the center is desired in this regard?


The solution that can be implemented with the established amount must look like a complete and fully done objective for several years, allowing modifications along the way, but in any case not within the next 3-4 years. (Răcuciu) Observation of a participant: after the end of the concession period (97-95 years, or how many years are left), the village will look the same, just the center of the village will be better shaped, so that some areas could be excluded.


11. The fence in front of the shop can be demolished?


Yes, it can be demolished, there is no problem. (Răcuciu)


12. If the question of volunteering is raised, it would be interesting to know what crafts are still practiced in the village, who knows what (wood, stone)?


I will send a list of handcrafts activities which are still practiced in the village and in the area, there is also an Association "Reuniunea Meseriaşilor " in Sălişte and this list can be also provided.




Questions and answers

1. The registration form for the competition specifies as participation options only an individual architecture office or a legal entity /company. What is the form in which prospective architects, doing an internship after graduation, can participate?


According to Art. 5 part A of the Competition Rules the organization of the architecture competition foresees the awarding of the planning contract without any additional procedures. According to Art.1, part B of the Competition Rules the contestants are bound to have in their team a registered architect , member of the Architects’ Chamber of Romania (OAR) or of a similar organization from the EU, EES or Switzerland. Romanian registered architects are allowed to practice their profession as provided by Romanian Law 184 Art.17. The registration form is drafted accordingly.  


2. The registering form can also be sent via email. Is it enough in this case to fill it out electronically or does it have to be signed in original, scanned and sent via email? Or does it have to be printed out, filled out and sent as postage? – should the latter be the case, which is the postal address it has to be send to?


According to Art. 2, part B of the Competition Rules, the registering form has to be dated, filled out, signed and stamped. The form can be scanned and send via email, as postage or delivered directly to the following address: Fundaţia Heritas, Piaţa Huet nr.3, 550182 Sibiu.


3. Regarding the topic of the competition, please let me know how I can get the situation plan scale 1:500 for the competition area.


The topographic plan has been attached as a dwg file in order to be used at any required scale. Acc. to the competition rules, part C, article 2. Documentation: The contest documentation is available in digital format and can be downloaded free of charge from the contest webpage www.heritas.ro/sibiel. At request, the documentation can be sent by post / courier, with payment of the expedition costs on delivery.


4. What is the possibility to propose and make interventions to the county road DJ106E, taking into account that the road crossing the village is county property and administered by the Sibiu County Road Department?


Any interventions to the county road have to have the permit of the Sibiu County, according to Government Ordinance 43/1997 regarding road regime.


5. The contest regulations specify that the projects will be presented in Romanian and English. All the texts on the drawing plans have to be in both languages?


YES. According to the contest regulations, part A, art. 7 Contest language.


6. Is it possible to propose a temporary car traffic transfer from the central area on DJ 106E (Strada Bisericii) to strada Unghiului (rehabilitated), during Saturdays-Sundays, fairs or other community events that would require the entire central public space?


This depends on the content of the proposed solution.


7. I want to participate in the competition for re-imagining the centre of Sibiel with my design office (limited company) - in co-operation with two architects invited from abroad. Please let me know how to fill out the registration form which was unfortunately not designed for this specific situation.


At the heading “Company”, the registration form will be filled in with your company details.


8. Do also other photographs of the site exist for the contest “Sibiel - built culture”? For instance images where the area between the two street junctions including the Scale of the village are to be seen as well as images with the area of the school building and the opposing corner to the monument, located at the junction next to the school.

9. In the topic of the contest it is a little bit unclear specified what will happen with the village store. Can this one be given up? If not, can its function be changed and can interventions be performed at the facade?

10. Can the parking place for buses be moved from where it is now, namely in front of the school, or does it have to be kept there?

At present, no dedicated parking space is provided in the area. This need has developed in time with the increasing tourism related to the Glass Icon Museum, Pr. Zosim Oancea, which is an ongoing process. At the moment cars and other tourist vehicles park in the larger areas in the village center, on the streets along the river, but also on strada Unghiului. See also answer to question 40.


11. Does Sibiel have a sewage system or are there still buildings which drain the waters for domestic use into the river, as it was done several years ago? In this respect, how clean will the river water be in the near future?

Approximately 70% of the village’s households are connected to water and sewage. With regard to the Sibiel river, it is estimated that its water is cleaner than it used to be, and the debris collected from it represents cca 10% of what used to be collected 5-6 years ago. The river was used upstream for mills, woodmills, oil-mills, washing wool etc, a true local industry one century ago.


12. Are there regular local events taking place in the village, organised partly or completely in the public space? Fares, parties, weddings, administrative gatherings?

Generally all local events take place partly in the village: weddings, children’s, young men’s and men’s Chrismas carols, the walking around of children, girls and boys at Ispas, honouring the village war heros at the monument at Ispas. meeting with journalist’s delegations, etc. Locals are gathering and walking through the village center, all guests arriving in Sibiel are received here.


13. Do the villagers form this specific area (Fantanele, Saliste, Sibiel) travel between the villages and if so, do they walk / go by bike or only by car?

At present they travel mainly by car and less on foot, bicycle or horse-cart. But tourists are travelling more and more in the area, and they prefer bicycle, horse-cart or walking.


14. The kiosk building placed in the area to be refurbished can be given up? (It is very large and dominates the heroes’ monument and the entire area in a negative manner)

15. Was there an urban planning certificate issued by the local public authority?

Yes, see the updated section of the contest Regulations /Documentation/ Support Documentation.


16. Can the public utilities network from the Southern side of the site to be refurbished be placed underground? (at the limit to the road).

17. Do the exiting trees or the bushes have to be kept?

This depends on the content of the proposed solution.


18. Do the texts related to the planning also have to be translated into English or could only the Romanian texts be presented?

19. Can you specify how many companies related to construction or building materials are active in the area of Saliste?

20. Is it necessary for the company of the delegate authorised to register in the competition also to have the right to perform the actual building process? Because in the above mentioned excerpt only the planning part is mentioned.


See answer to question 1. according to art. 5 part A of the contest Regulations, the project will contain the followng phases: D.T.A.C. / P.Th. + D.D.E. + U.E. (DTAC- building permit documentation; P.Technical Project; DDE Details; UE site supervision).


21. The registration form will be filled out only by the delegate, even if there are several members of a team working for the contest? Or is there a form for each member of the specific team?


Yes, the registration form will be filled with the details of the legal entity which can take over the design contract after winning the contest.


22. Could you present a photo of the Heroes’ monument?

23. Which traditional craftsmen are still working in Sibiel?


In Sibiel there still exists a blacksmith’s workshop, blacksmith Ion Petra (age 83). There is also a glass icon painting workshop at no. 325 (Adriana Oltean) and a weaving workshop and glass and wood icon painting workshop at no. 81 (Eugenia and Aurelia Pau).


24. Are there still craftsmen to be found in the field of construction working by using local traditional techniques and materials (river stones, wood, etc.)?


In the Marginimea Sibiului Area there still are craftsmen which use local techniques and materials, especially wood and river stone.


25. Could the rail / barrier which separates the marked boundary of the area to be detailed (the side towards the road) be given up?


This depends on the proposed solution.


26. We would like the contest documentation be widened with photos of the following objectives: the monument from the Heroes’ Park, the store, the Museum of the Icons on Glass, the Scale of the Village, the objects listed on the Monuments’ List: the three wooden houses and the Holy Trinity Church with the belfry, other tourist attractions.

27. Is there any study / proposal/ possibility of avoiding in future the transit traffic by building a bypass route?


Sibiel is not on a high traffic route. Cars of the locals and supply vehicles for the village shops are crossing the village. The only and main traffic problem are the log transports coming down the mountain.


28. Are there any traditional crafts and craftsmen in the village still active?


See answer to question no. 23.


29. Does the number of 450 inhabitants of the village also include the children? Could you provide us a number of the children living in the village? Which is the average age of the adults living there? Is there any census you could provide us?


Yes, the number includes also children. The number of children is approximately 30. There are data in the 2002 census, the ones from 2012 are not centralized yet.


30. Which is the structure of the school - which classes and age groups does it address?


The school can accomodate kindergarden, classes from 1-8, having classrooms, laboratories, lavatories etc. Nowadays there are 15 children at the kindergarden and 15 children in primary classes 1-4.


31. What kind of activities are being organised at present in the Community Center? What kind of and how many rooms are there in the Community Center?


The pavillion (cultural/community centre) has a large festivity hall, with a stage and a balcony, a reading room, now used as a kitchen, lavatories,two other rooms used as storage, and cellar. The pavillion hosts currently various community meetings, regular weddings, show weddings for tourists, funeral feasts, festive meals for large groups of tourists, balls and dances at different occasions (Christmas, Easter, New Year, Twelfth day, Saint John’s Day), school festivities.


32. Is there any technical documentation available for the Community Center: plans, sections / elevations, etc.?




33. What other public functions are to be found close to the Park and in the area between the Park and the Church?

34. Is there any flood danger because of the stream in Sibiel? Have any floods been registered so far?

35. In the documentation reference is made to a playground. Is it about the cradle which can be seen in the photo showing the park or do also other playgrounds exist in the park area?


Yes, it is about the cradle which can be seen in the photos.


36. Could you send us the photo documentation which was used as starting point for the study on the expectations of the villagers concerning the site?


There is no such documentation.


37. Which are events and festivities specific for the village? When and where do they take place?


31.12/01.01 –ora 00:00 New Year – burning of the old year by the young lads (juni) in the center of the village and at road crossings in the village


January 1st evening – dance at the Pavillion


January 6 evening – dance at the Pavillion


January 6/7 – Carols sung by the young lads (junii) for each John in the village, starting in the evening until next morning at dawn.


January 7 evening – dance at the Pavillion


Saint Toader – catching of cousins, with boiled wheat, at a cousin’s home. Starting of the great lent (Great Fast before easter) – Alimorea –burning of all evil in fires lit on the hills surrounding the village

38. Are there specific places the villagers prefer when organising events in their families, such as weddings or baptisms?


The preferred place is the Sibiel Pavilion.


39. In the contest topic the area to be detailed according to the delimitation in the topographic plan is specified, but at the same time also the possible widening of this specific area whithin the frame of the study zone. Thus, even though it is not comprised in the detailed area on which the contest topic focuses, could the planning also deal with the space connecting the Community Center and the metal bridge leading to the store (called “concrete platform” in the topographic plan)?

40. Where are the cars and buses of tourists coming over to visit being parked in summer time - is it the area called “parking” in the contest topic?


At present, no dedicated parking space is provided in the area. At the moment cars and other tourist vehicles park in the larger areas in the village center, around the village scale (marja) on the streets along the river, up and downstream, but also on strada Unghiului. 41. The lacking sidewalks or bike lanes also bring about the topic of the functional width of the Sibiu county road DJ 106E. Under which circumstances can interventions and changes to the road width be done, given the fact that the road is owned and managed by the Sibiu County Council?

42. Likewise, can the Unghiului St. through its slope and the width take over the traffic of the lorries and of other cars in the case of a necessary detour of the traffic - during legal holidays, specific events of the village community, or on Saturdays and Sundays? Are there other roads close to the village which could take over the traffic, so that heavy traffic crossing the village could be avoided?


The only and main heavy transports crossing the village are the log transports coming down the mountain, which cannot be diverted because of their weight, but could be restricted in different ways.

At the moment the only road coming down the mountains crosses the village.


43. In the topographic plan (dwg format) the function of the store is mentioned as being that of a bar. Does this building also have this function at present? Does also another bar exist in the village and if so, where?


Yes, the shop functions also as a small bar. Another similar function can be found in Sibiel.


44. Where used to be the bowling lane, the canteen and the boarding school - all of which are mentioned in annex 1 “Ideas for refurbishing the Heroes’ Park Sibiel_Citizens meeting_RO”? Was it a building with these functions or did these activities take place outdoors?


The bowling shed, public bath, canteen and dormitory had a dedicated building on the spot downstream of the shop, nowadays a park.


45. One of the villagers mentiones in annex 1 “Ideas for refurbishing the Heroes’ Park Sibiel_Citizens meeting_RO” that the main road which crosses the center of the village was deviated and thus the parking area was created. Could you provide us a plan with the old configuration or a scheme of the former street network? Does an older plan of the village exist?


No older plan of the village is available.


46. In the topographic plan of the area (dwg format) the buildings from the left side of the river are not drawn (the North front, the area after the bridge up to the Scales of the village and to the street junction in front of the church) and the land register number are difficult to be read on the situation plan of the built area of the village (.tiff format). Could we have access to these pieces of information?

47. The monuments list published on the site of the Ministry of Culture does not contain clear mentions on the location of the listed wooden buildings. Could you specify them in order to propose “outdoor solutions [...] for tourist information containing points of interest (monuments, pensions, routes etc.) as listed in the topic of the competition?


The outdoor orientation means specified in the design topic can be presented as a conceptual proposal.


48. The topic of the competition does not specify the user safety of the area next to the river bank. Is this a the choice of the participants or are there any specific requirements?


Depending on the solution, according to good practice, present laws and regulations.


49. The existing fence (stone and metal) around the parc has to be kept or can be reshaped/removed?


Depending on the proposed solution.


50. In the plans of the contest’s documentation the metal footbridge connecting the Pavilion to the park crosses the private property of the shop owner. What is the character of this bridge? Can it be blocked by the owner at his free will? Is it necessary to have a second crossing over the river? What is the position of the promoters on this topic?

51. The village scale is still operational and in use?




52. The topic mentions the use of durable materials which, by their nature or way of use will blend into the context; is there a list of crafts and craftsmen from Sibiel and the surrounding area?

53. Is it possible to reshape the riverbanks? Can this be a later phase or does it have to be part of the specified budget?

54. Regarding the meeting from the 15.09.2012 in Sibiel, and the topic of the competition emerging after the discussions that took place on the basis of imagery presented to the inhabitants by the LandLuft Association, is it possible to have acces to these images? The vote of the villagers was single (one option) or multiple, in which case how many villagers took part in the meeting and how many voted?


There is no such documentation.LandLuft was represented by mayor Josef Mathis from Zwischenwasser who also participated in the meeting with the inhabitants of Sibiel. There was a multiple voting, the villagers could vote more options. Around 50 villagers were present, of which we estimate that 90% have voted.


55. Can we have acces to information regarding the village’s population (age groups, ethnic groups, education etc)? Can the number of children in the village be approximated?


Yes, the 2002 census, see also no. 29. Check the updated site.


56. Is the Sibiu County (beyond permits and other official documents) open for interventions to the county road in the studied area?


We have no information on this.


57. The proposed budget of 109.000 lei (VAT excluded) for the refurbishment includes labor costs as well?


Yes, labor costs are included. According to the topic of the contest part 2, budget: “In case the project justifiably presumes a bigger budget, a schedule with the main refurbishing phases according to the proposed budget will be presented”.


58. Can the location of the heroes’ monument be changed?


Depending on the proposed solution.


59. The location of the flagpoles has to be kept?


Depending on the proposed solution.


60. Can we have acces to the imagery used in the discussion with the villagers?


There is no such documentation. See also 54.


61. Does there exist a means of public transport which stops in the area? Does exist a necessity to foresee stops for those means of public transport?


At the moment the only means of public transportation is the train which stops at the Sibiel station, 2,5 km from the village. The introduction of a public means of transport between the villages is desired.


62. Which crafts are specific for the area?


weaving, especially wool, but also flax, hemp and cotton; manufacturing of socks, gloves, scarves, pullovers and jackets of wool; manufacturing of lamb fur caps; Processing of wrought iron; Painting of icons at glass and wood; Processing of wood


63. The community center is used to what extend and for which reasons?


See also 31 and 37.


64. Does there exist a specific celebration of the village?


The celebration of “Ispas” which is unique in the whole area. Besides exists the wish to organize an anual festival of the village.


65. I have observed in the comments of the local people, that there exists a desire for a community space, which indicate its present absence. I would like to know, if in present the community center is functioning and if yes, what are the activities held there.


Most probably, the expressed desire was referring to an open air community space. See also 31 and 37.


66. May students of landscape architecture participate in the competition?


Yes, according to the conditions, stipulated in the competition rules, part B, art 1, art. 2.


67. Landscape architects may be responsible for the competition?


YES, under the conditions stipulated in the competition rules, part B art 1.


68. As the deadline is 04/02/2013. The author can not guarantee that a package will also arrive on 08/02/2013 in Sibiel. How do they deal with this conflict.


Handing in of the competition projects will be only realized conforming to art. 7, part C of the competition rules.


69. Output: an author can submit several designs?


Yes, according to art. 1, part B of the competition rules.


70. Can an aerial photo with a higher resolution are made available.

71. Would it be possible to make further images from the premises. (Complete machining area and single objects)

72. In the plans for magazines, a fence is registered. This will also be created?

73. Can the existing trees to be removed.

74. A price ceiling is set, but no documentation on costing. Must be given a cost estimate.

75. What is the traffic on the road? (how many vehicles per day)? Is a signaled crosswalk necessary?


The village of Sibiel is not situated at a very circulated road, transited by cars. In general cars from the locals and periodically cars which supply the shops of the area pass through the village. The only, but biggest problem in that sense is, that trucks / lorries with heavy load pass through and transport wood logs from the mountain area to the places, where the wood is processed. A pedestrian crossing is not required in the topic of the competition. See also 27 and 42.


76. How is the land towards the park, next to the school, used?


It is used presently as parking site for buses during the summer.


77. In the future, the power lines are underground, Postponed? Or the power poles also characterize further the road?

78. What is the water quality of the stream? What is the average flow capacity of the river? Is there a risk of erosion?


See also 11. The average flow is estimated with 200-300 liters/sec. Risks of erosion does not exist.


79. The bridge will be restored in the future?


We have no information on this topic.


80. With regard to the specific celebrations of the community of Sibiel: - does this kind of occasional manifestations exist (at the beginning of spring, harvest, village day, “dragaica”, “caloianul”, etc.) - in the case, that the members of the local community celebrate together these events in public space, how are these processions held (point of starting, end point of the procession, objects and other used elements and their roles, etc.)


There are no manifestations of this mentioned type. There do exist manifestations of groups of villagers on the criteria of age, going through the village and ending at the Pavilion (community center). There participate people from the whole village. Or the manifestation ends at the home of one of the villagers, where then only a specific group participates. In the case, that the members of the village celebrate together, the rituals are hold in the houses of some villagers, but it ends at the Pavilion (community center).


81. With respect to the present vegetation in the public space: - do their exist recent interventions (in the last 10-15 years), realized by the local administration or the members of the community? and if yes, what kind of species where used and on what criteria the selection was made (wooden / herbaceous / evergreen / anuals)? - who is presently doing the management and maintenance of the green spaces (incl. the river) of Sibiel


We have no information on this topic. No budget was allocated until now for this. Only starting from this year a budget will exist, but it has not been established.
